Digital voting has potential. When it works, it’s great. But like any technology, it can be used for good and for bad. And the former is unlikely when it comes to the app-based voting apps being tested by the ACLU in three U.S. states.

The ACLU (which I’ve been covering for the past couple of years) is looking into whether app-based voting apps have potential. That’s because it is considering whether they can be used to help manage the process of finding people to cast votes for officials in federal elections, which means the app could be used to help determine who gets to vote for the president and vice president of the U.S. The civil rights group also is concerned about vote-counting apps that have been used in elections in other countries.

While the ACLU doesn’t have any plans to use any of the apps for the 2020 presidential election, it does believe people should be able to test them out. However, the ACLU has concerns about the vote-counting apps it has tested out that could be used to manipulate an election.

“The simple fact that companies are offering these voting apps, and millions of people are using them, shows that they can be abused,” said Jocelyn Samuels, senior staff attorney for the ACLU’s Voting Rights Project. “At the very least, their owners need to provide a clear, convincing evidence that they are being used in a secure way.”

For the rest of this report, it’s a doozy. When it comes to the apps, the ACLU has tested out apps from the New Mexico-based voting-app provider Nuvo and the California-based NuvoVote, as well as a Boca Raton, Florida-based voting-platform firm named Unverified Vote that also tests apps, and a New York-based provider called Appr.
