How to get list of all windows of a system

I am trying to figure out how to get a list of all windows of a system. I have Googled a bit and found GetProcessWindowStation, GetWindowStation, and GetWindow function from user32.dll, which looks like they are supposed to give me the correct output. However, I am unable to get the functions to run correctly.
The program will compile and run without error, but it just never produces any output on the screen. It is almost as if the functions are not being called properly, but it does not return an error.
Is this possible at all to do? If so, can someone please point me in the right direction?

A state law in California called the California Low-Emission Vehicle Act, or AB 1182, will raise fuel efficiency standards for the state’s new and used vehicles.

There are also exemptions for vehicles purchased before the new law, which could reduce the higher efficiency fuel standard for a vehicle purchased before July 1, 2014.

In exchange for the incentives, carmakers have agreed to increase the number of electric cars produced in the U.S. — currently just about 700 of them each year — to more than 9,300 by 2025.

There are currently just a few vehicles in the United States that meet California’s standards, such as the Honda Civic, Toyota Corolla and Toyota Prius, but the new law will encourage more manufacturers to follow suit, according to The Wall Street Journal.

The higher standards could also be “a factor” in Toyota’s decision to build a $1.6 billion factory in Guanajuato, Mexico, the Journal reported.
