The Army is mulling a pilot program in which young soldiers could be temporarily required to reside in communal barracks, a stark difference from current conditions that make weekend recreation a rare occurrence.

No details have been formally finalized, but the Army could require a single unit to operate in this way for a period of time.

This pilot program, which was discussed in the Defense Department’s 2017 Quadrennial Defense Review, would aim to provide youthful soldiers greater opportunities for daily activity and recreational experiences, Army officials said.

Officials hope that if units become accustomed to living in such close quarters, they would be more inclined to return home on weekends to see their families and communities.

It is unclear how exactly such a proposal would be implemented, but some proponents of the idea, including Maj. Gen. James Cody, the Army’s new commanding general of the Reserve, are skeptical that soldiers would actually benefit from this type of arrangement.

Currently, soldiers at Fort Bragg, N.C., live in barracks and are usually assigned to their units on a permanent basis. There are exceptions, but they are rare. For example, some soldiers spend time with a company while they are in training at Fort Jackson, S.C.

But the problem is that weekend recreation is difficult to achieve in the current system. Some soldiers find their units so dispersed that it is difficult to find friends for recreational activities.

There are logistical issues, too. For instance, soldiers in the 10th Mountain Division spend much of their weekends together. But they usually have to travel to get to their unit’s weekend activities, which involves driving long distances.

In this case, it would be difficult for soldiers to drive their vehicles to the weekend activities, particularly those in training at Fort Jackson, which is about five hours away from the unit’s quarters.

Such a plan would require soldiers to come up with other options. Most soldiers who live in a communal barracks spend the weekends in their units’ barracks.

“I don’t think there’s any motivation for younger troops to live in communal barracks right now,” Cody said. “They want to live in their units. They want to live in their units when they are in training.
