The ability of state health departments to develop policies that address the state’s low prevalence of tobacco use is affected by funding sources. To the extent that state governments do not have sufficient funds to appropriately provide tobacco control programming, it may be difficult for state health departments to effectively engage tobacco control components in their programming. This research examines the association between state tobacco control funding and state tobacco control funding policies. To address this research, the interplay between tobacco and health policy is examined within the context of the influence of funding sources on state health department budget priorities and funding allocation patterns. The research utilizes U.S. state health department data from the 1996-2000 time period, based on National Health Interview Survey data. Results indicate that funding sources are associated with state tobacco control funding patterns. The findings suggest that states with high levels of tobacco control funding have lower proportions of expenditures on tobacco control and that states with higher levels of tobacco control funding are more likely to allocate their funds towards tobacco control. The presence of hip dislocation (HD) and restriction of joint range of motion (ROM) in children with cerebral palsy (CP) has been well documented, but their interrelationship is unclear. The purpose of this study was to define the degree of soft tissue dysfunction associated with HD and the relationship between these two variables. Hip dysplasia, femoral retroversion (FR), and acetabular coverage were radiographically assessed in children with CP, using the techniques of Dega and Tonnis and the Tonnis index, respectively. Both hips were assessed in all patients. Sixty-eight children with CP (44 boys, 24 girls) and 40 normal control subjects were examined. The prevalence of HD was 36% (25 of 68) in the CP group and 0% in the control group. No significant differences in FR and acetabular coverage were observed between the CP and control groups. The incidence of HD was associated with marked restriction of hip ROM in all directions and was associated with the presence of other hip and pelvic muscle dysfunction.
